My Lord,
Hongkong, 15th. December, 1908.
I have the honour to transmit the
enclosed copy of correspondence between Messrs. Hastings
and Hastings and the Colonial Secretary, and, as I am ad-
vised that the argument of Messrs. Hastings and Hastings is
sound, I shall be glad if Your Lordship will be good enough
to inform me what steps should be taken by this Government
with a view to entering into an agreement with His Majesty's
Government of the kind contemplated by section 27 of the
Patent and Designs Act, 1907.
I have the honour to be,
My Lord,
Your Lordship's most obedient,
humble servant,
Mangarez
Governor,&c.
THE RIGHT HONOURABLE
THE EARL OF CREWE,
&C.,
